Javier graduated in Law from the Pontificia Universidad Javeriana of Bogota, LLM in (European degree) Fundamental Public Law (Magna cum laude) from the University of Poitiers, France, and PhD (Suma cum laude) from the same University.

He practices as a Lawyer in Colombia for several public and private entities in the area of administrative law, disciplinary law and public procurement, concentrating his efforts in the analysis and prevention of legal risks in decision-making.

He is also a Judge “Conjuez” for the first Section of the Honorable Administrative Tribunal of Cundinamarca, Colombia and University professor in the area of Public Law from the Faculty of Legal Sciences, Pontificia Universidad Javeriana in Bogota, where he teaches Administrative Law and Public Procurement.

Javier has joined MGM as a Partner in November 2019 and is the Director of MGM’s office in Colombia.
